Ofcom have made changes to the Notes for Applications which may allow the transfer of Low Power AM (LPAM) or Low Power Induction Loop (LPIL) licences to Low Power FM (LPFM) Licences.
The section from Ofcom's Notes for Applicants is shown below (full version can be found here):
Transferring from AM to FM broadcasting (existing licensees)
8.18 Ofcom will consider requests from existing LPAM licensees who wish to transfer to FM. A transfer will only be considered in areas which have had no SRSL activity over a significant period (normally three years or more). For guidance, ‘area’ refers to a radius of around 10-12 km from the location of the proposed LPFM in urban locations and 15-20 km in rural areas (this may vary depending on local topography). Our purpose is to ensure that the licensing of an LPFM will not inhibit our ability to license SRSLs in adjacent areas for which we continue to receive applications. If you wish to investigate the feasibility of transferring from AM to FM please contact the RSL team for further information, or alternatively complete and return the short form on our website regarding availability of FM in your area. Approved transfers will be subject to a licence amendment fee of £200.
The form mentioned is currently not available, however, should you be interested in pursuing a transfer to LPFM please email Ofcom for information.
